Not even close. The rest has to be prospective. You can't know you have a noon report unless you check prior to 2 am. That is an obligation from the company and therefore a break in your rest. The only way to count that as 30+ hours of rest would be for scheduling to give you an actual assignment or SC with an actual report time after that 30+ hour prospective rest. 24 + a schedule check + 10 does not = 34. Its viewed as 24 break 10 and therefore not 30.
