Going to Germany/Europe with the family in a few weeks. Which rental car company do we get the best discount with?

Is it still beneficial to make the reservation in the states for pickup over there or does it matter anymore?

We are going to Garmisch/partenkirken for 5 days then Salzburg for another 5.

Open to input from anyone who has gouge on those places and that area.
