I understand the order; however, do they run all drops for the category (i.e. all pilots get a shot to drop), then all pickups, swaps, etc. Or does PCS run for all scenarios for each pilot in seniority order then move on to the next?

You mean like dropping a penalty lap, like the FAs can do with a jetway trade? If so, no, you cannot. It is drop the entire rotation.
