When you are awarded a new vacation via any process (initial vacation bid, move up etc.), you will receive a pop up message when you sign in to icrew.

Is a position freeze from conversion date or AE award date? How can someone tell when they are eligible to bid another aircraft?

The first conversion date in the AE must be "AFTER" your freeze (end) date.

Adding a two year seat lock for new hires will probably drive another no vote. That would be a large staffing consession.

I wonder what the percentage of pilots is that bids out of their aircraft in the second year? I'm not planning on it. This might be better used as leverage for gains in other places than an instant no vote.
