Near times square they will be selling the tickets with street vendors, everything is negotiable as far as price. For the posted price of two adults, we got all three kids on free and they threw in the night tour as well.

Also if the weather is bad they have a natural history museum that rivals the smithsonian, and free to military vets. You could spend a whole day in there and not see the entire collections, but may not be a 22yr old's cup of tea.

Last obvious things to do with a 22yr old may be Empire state bldg, go see a show on Broadway, etc. Also, you can ride transit pretty easily from LGA to manhattan, at JFK, there is a flat rate $52 to anywhere in Manhattan cab fare which is a great deal if you have a couple of people and bags!
