Reserve question: when bidding X days for the next month (cat is 4-99-4) do the days on requirement (4 day blocks) stay in effect when bidding against your vacation days? For example I know you can break the rule when bidding x days at the beginning of the month and also against training days.

Not for vacation. You can do that for CQ, training, alpa work, and a few other types of days.
