From an A350 about a month ago.... They can't do CAT II or III SEA until they get a certain number of practice CAT IIIs. I have no idea of the reasoning behind it.

It's the uneven terrain for the 16 runways. Just have to log enough successful practice approaches to get signed off for regular cat III mins.

That makes sense now, the context was about a divert to PDX when SEA was low vis. If I were running the show, I'd be sure to get those practice approaches or whatever we need stat. Kinda embarrassing to divert with our flagship when everyone else can get in.

Yeah...but....

That means you have to give up a sacred landing to FiFi. 😞 Portland has better microbrews anyway.
