Correct, it's from the top. The DOH for a percentage on the list varies for pilots hired prior to the NWA/Delta merger depending on the pilot's pre-merger airline and really isn't a good measuring stick at this point. The reference you need is what seniority number the pilot is. The junior 777 FO (excluding instructors) is currently #9014.
If you are a newbie, all you need to do is move up 3000 numbers and you might be able to hold it.

As soon as they get the NYC base staffed (if they ever do), you will see a handful of LAX and SLC slots in class.

10 of 13 LAX 73N B openings went unfilled. Hopefully LAX is a good base choice going forward considering DAL is opening the SEA 73N base. Combine this with the fact there are probably guys living in SEA that are based in LAX and SLC which means now they can avoid the commute and they will subsequently vacate LAX (and SLC). This might lead to new hires getting LAX (and SLC) out of indoc on the 73N. I think it could be possible especially since so many new 737's are joining the fleet, but I am new here so don't take my word for it.

Going to move to either SEA or SLC and looking to see where the best places were for high schools in either place. Looking primarily in Bothell/Kirkland/Issaquah on the Northeast side of Seattle, Gig Harbor/University Place to the south.
As for SLC, I have heard Draper and Park City are nice.

Park City. We found it somewhat cost prohibitive but that all depends on your personal situation. And what your looking for in a house. Schools good. We have many friends who live in Park City and on average they make 7 to 50 times what I make income wise. They live in a different world.
We live in Ogden area. Great city. Small townish. Like it enough to be building keeper house nearby. Over all Weber/Morgan schools are fair. Low ACT test scores school wide. In fact only avg 3 to 5 kids over 30 on ACT per class. With that said. Both my kids had 33's on ACT and 2250ish on SAT. and we're excepted to various top 50 colleges nationwide. They attended Weber schools for 7 years, and are doing fine at their respective universities. Not sure if it helps but that is my 2 cents. PM me for more info
