OCE is the only possibility for DECs until the next standing vacancy.

Classes in the past year have been consistently right around 30. I wonder if the well really is running dry?

It's not running dry. Pretty big interview groups (10+) lately, and this class wasn't even offered to someone who got a CJO a few weeks ago.
Maybe just intentional metering to avoid long training delays.

2017 hiring boom is starting to upgrade. Most are coming off the 145 onto the 175.

Better question;

Why does the flow plan indicate people getting displaced from OCE to OCL if the standing vacancy is OCE?

Only saw one that fit that description and it was the most junior. But that is just the way it rolls sometimes. Without seeing what everyone’s preference bid and displacement bid and see who got what it doesn’t always make sense.
