Based off of the new info you provided, SkyWest would be #1 choice by a mile. If you come to envoy you will end up in NYC at the bottom of a deep reserve list. It would be hell.

With the "official" DEC program sort of over, no-one expects to see any meaningful influx of upgrade-ready people to join Envoy, unless a regional goes under somewhere. This means that you will have junior Captains to you only when the new hire FO's start upgrading who got hired in classes after yours. This means at least 1.5 years on average.
Commuting to reserve at Envoy means you likely can't pick up any OT, so you will be stuck with the minimum guarantee while paying for a crashpad.

I know the morale around Envoy is horribly low & you guys will probably blast me..my question is what are the chances it’s still this bad in the next 12-18 months?
From the outside looking in, you would think the agreement that management ripped up would eventually pass, right? Especially since the other two WO’s both received massive pay raises. Or am I totally ignorant on the subject?

I wouldnt call that “massive” compared to Endeavor‘s. FO’s pretty much break even since they take away the retention bonus. And I think it would pass if people stopped applying thinking pay raises are around the corner. This has been the recruiting tool of the year
