Why is this? Does the contract say you have to? Or is it something people just have been doing over time, thus the status quo? I don't think it is a regulatory thing that an extension refusal has to go with a fatigue call/report. Envoy thing or most others do this?

Everyone does this. Envoy is my third airline and in all three a fatigue report was required if an extension is declined. Also note, scheduling can extend you up to 30 min without your consent.

Why is this? Does the contract say you have to? Contract doesn't address this. These are the orders set forth from Envoy management. Or is it something people just have been doing over time, thus the status quo? I don't think it is a regulatory thing that an extension refusal has to go with a fatigue call/report. FAA leaves how extensions are handled to be worked out between the unions and companies Envoy thing or most others do this? It's a regional thing. Mainline you just go home no questions asked.
