That's a failure not only from a ground school perspective, but also of the check airman that gave him IOE. Setup of the fuel page, verification of fuel enroute, and contingency planning including bingo fuel calculation is BASIC stuff. Every pilot knows how to calculate bingo fuel. It is exactly the same as NORMAL fuel requirements for take off. Fuel to destination plus alternate plus reserve fuel. It's simple. It's especially simple if you are holding over a fix from the flight prog.
