...on my last trip, i flew with an fo who will be upgrading on this bid w/ 1k hours of company time and a total of 2300.
he was the pm on the trip, i asked him to calculate our fuel and come up with our "bingo" fuel as our dispatcher was busy with other flights during a hold. his response, "I DON'T KNOW HOW"

I specifically cover bingo fuel when I'm flying with a new hire on IOE, and upgrades as well. If new hires are lacking in basic skills, please at least call the training center union rep or pro standards. It's more important now than ever.

That's a failure not only from a ground school perspective, but also of the check airman that gave him IOE. Setup of the fuel page, verification of fuel enroute, and contingency planning including bingo fuel calculation is BASIC stuff. Not to mention that anyone that calls themself a pilot should be able to figure it out on their own.
