So are you saying that the ONLY guys who upgraded soon after new hire training had previous 9E time from the Pinnacle days before their time at XJT? Or is previous 121 time from anywhere making the upgrade?

Any previous 121 that equal or greater than 1000 hours will likely win you an immediate captain slot.

Yes. The wording is very ambiguous. All of the wording seems to talk about the CRJ pilots finishing out the Delta CPA and/or forced to transition to the ERJ. No mention at all if this specifically applies to current ERJ pilots.
But as someone else said: way too little, way too late. Stay until the end of 2018 to get another $10k bonus? Any of us could go to Endeavor right the F now and get that same $10k at IOE completion, plus $50.14/hr pay rate, plus hold captain immediately if we have 1000 SIC ($84/hr). Tell me again why we should stay at Xjet?

Let me try this again. Every pilot, except the must junior 3, that had 1000 121 time and bid for a 200 CA position got a CA award at 9E. So the most junior CA at 9E is a 11/13/17 hire date.
The 3 pilots in the 11/13/17 class that received ATL 200 CA got it because they had pervious 9E time. Otherwise the most junior ATL 200 CA awarded is 9/18/17 hire date.
