This is exactly why. The average passenger, on any US airline, couldn't care less about seeing a pilot with a beard. The "perception" of what an airline pilot "looks like" has changed over the years, so if passengers still want to see the salt and pepper hair of the white male captain, in his blazer, you have a few years left before they all start heading out to pasture.

All I can think about is my military experience. Given the relatively triviality of the issue, squadron section commanders probably spent 20 times the effort on grooming standards that was warranted, but it seemed like there was always someone who had to push the limits, no matter where you drew them. I can well imagine HR not wanting to invite trouble by relaxing any long established rules, regardless of the merits of any underlying arguments.
So yeah, I can well imagine management saying, how much are you going to give up for beards…because it will cost them time and money…

A friend of mine at USAirways/American is a Socal hippie boy. When flying he either tucked his long hair under a wig or just kept his hat on and hid it under that. He said if he was even challenged on the long hair he'd claim sex discrimination. I know he'd love to have a beard, he always grows one on long vacations or more recently on the Covid LOA deal.

If so, great dude. First trip with him, wearing hat at security. Wearing hat in crew room. Still wearing hat in cockpit... on taxi out he looks over at me (new FO):
"Do you think it's OK if I take my hat off now?"
"Sure, I guess so..."
Out comes the ponytail.
