PBS doesn't build consolidation lines for new pilots. New pilots who get lines are pilots who got released after PBS ran and got built a line for the rest of the month per the contract.

Not all the aircraft that have been delivered are actually online flying + the contract calls for I believe 2 spares. Are there planes sitting on the ramp? Yes. Are the unable to staff them? no.
