You have to get permission to do any outside flying as I understand it...
As I recall, military flying doesn't count towards your civilian limits by law. I flew a ton in my Navy Reserve C-9 squadron while usually maxing out at the airline.

The only state I know of that doesn't do that is California. The collect income tax on the flying you do within the state borders regardless of where you live.
