A friend of mine is considering going to Cape Air with ATP mins, and is soon to turn 21. Can he come in as a direct entry captain with an R-ATP? Or does he need to be 23 with a full ATP?

Cape Air from my understanding is very busy in the summer, therefore all of their airplanes and instructor pilots are working during the summer.

You need the full atp.

...an operation that can technically fly single pilot, the only reason Cape Air hires first officers is to get low time pilots the knowledge and experience required to fly as a captain. Therefore, once you reach the ATP minimums, you will be upgraded to captain without delay.
How does the right seat pilot log time between 500 and 1500 hours? Is the captain wearing ray ban foggles?

An autopilot can be used in lieu of a first officer.

61.51
(f) Logging second-in-command flight time. A person may log second-in-command time only for that flight time during which that person:

(1) Is qualified in accordance with the second-in-command requirements of §61.55 of this part, and occupies a crewmember station in an aircraft that requires more than one pilot by the aircraft's type certificate; or

(2) Holds the appropriate category, class, and instrument rating (if an instrument rating is required for the flight) for the aircraft being flown, and more than one pilot is required under the type certification of the aircraft or the regulations under which the flight is being conducted.

Because he is a required crew under the regulations under which the flight is conducted.

135.101 Except as provided in §135.105, no person may operate an aircraft carrying passengers under IFR unless there is a second in command in the aircraft.

CapeAir could apply for the exception under 135.105 but it looks like they have chosen not to.

I read that cape air has a good relationship with JetBlue. Do pilots ever get experience at cape air and then get hired at jetBlue without working for another airline in between?

A guy in my class right now spent about 4 years at Cape before being hired at JB. Only airline.
