Are you allowed to extend rotations if you want to make some extra cash? Or do back to back rotations?

It depends entirely on staffing levels. Lately, my extensions have been denied.

Are any of these places (L-3/MAG/CACI/etc.) still hiring? PIC only? SIC programs?

Yes, have you looked at their career websites?

I'm only seeing PIC position vacancies advertised on their career sites, but I figured I could have been missing something. I swear I saw SIC vacancies for these positions not even 6 months ago.

With all of the movement that was going on, folks were getting hired like crazy and the open positions were filled immediately.

Oh the SIC positions were there. They pop up as companies need them and evaporate when filled until the next time. PIC positions are constantly in demand( well at least as of a few says ago) so they are always listed. Now with the world situation I'm sure a lot of jobs like ISR [or cargo]that some pilots would not have considered are starting to be attractive options when faced with no job.

Ever since L3 and Harris merged they have changed the name of the pilot positions several times. Right now it looks like they are labeling the SIC positions as "Sr Assoc Pilot".

Ah, thank you -- no wonder it appeared to have disappeared. I appreciate the pointer.

As of today (3/22/20), all rotating pilot positions are not on the website.
