It happens occasionally, especially if there is significant weather. I have had friends given positive space tickets before/after snow storms and tropical storms because there were so many people that were using the commuter clause that it hurt operations.

So when do you actually know and when do you let your request be made known? Do you bid when you're hired, and then you find out then? Or find out sometime during training? Or at the end? Will they tell you whether you can get your preferred base or not when you let them know? Will you ever know it even before you start training?

I have heard absolutely no "official" source talking about a new base. So, I can't say much about it.
But, I can not imagine a base out West. PHL? Maybe. We are doing a decent amount of larger RJ flying out of PHL. For the time being, I personally think we will just continue to grow the DCA base.

I set my alarm this morning at the 24 hour point and checked my family in for a flight for tomorrow am, and they are 4th and 5th non rev in the D2 category. Only a D1 or a D2T (a through passenger, but there will not likely be one of those as we are not a connecting hub) will bump them. We frequently get first class too. This will rarely happen on Delta, in fact, in several years with ASA, never got first class once.
My family went to Hawaii the first month I was employed, and then to Amsterdam later. The flight to Amsterdam was cancelled so they hopped on a flight to London instead and bought a commercial ticket over to AMS. Got back home no problem. If you like to travel a lot, the AA WO's are a great way to go.
