The commuter clause (paraphrased) says that you must make 2 good attempts to get to work on time. If those legitimate attempts fail, then you are not held responsible and are not punished in any way.
Let's say you are trying to commute from your city, and there is a flight on Delta at 8:30a and another flight at 9a that would get you to base in time, and you were not able to get on either, then you ok.
You are expected to try to keep getting to base, and once you do, you are put in your original trip. You are not put on a different trip.

But, from day 1 to completed with IOE is about 12.5 weeks. It is a standard checkride. Pretty easy.
You can hold any base out of training, or within a month if you are unlucky enough not to get it initially.

If you search on here, you will find detailed answers to all of these questions and a lot more. There are detailed explanations of each stage of training.

No AQP at PSA when I started a few months ago. I came from ASA so can give a good comparison if any one is interested. The callouts from PSA were a bear, especially compared to ASA. I am starting my 6th month, just got CLT and have a good chance of getting a round 2 line. Will find out in a few days. Have a Round 2 line this month in DCA, its better than reserve, but I am working every weekend.
PSA is much easier than any of that.
With the continued movement, you should be a line holder soon, and if you have your 1000 hours and want to upgrade, you should be able to in under a year.

Someone else might be able to give more details, but the dental and medical are all in one package, so you can't have one without the other. I was planning on getting just the dental as the military retirement covers the medical side, but was disappointed that the two were bundled together.
