I think he is just suspended for investigation. Comair can fight OSHA if they want to fire that guy.
I would think summer time, inadequate cooling, no presence of ground conditioned air, full plane...that would and could induce illness in many people especially when the temps in that tube get above 33C and climbing. Add to it the constant high humidity and the "feels like" temp would be horrendous and I would suspect life threatening to some people.
Why is it the news puts out warnings on hot days with high humidity for people to take it easy and stay inside lest they overheat or suffer heat related consequences....
To me that is reason enough to refuse a plane. Would you please be so kind as to find me another one with a working APU...simple!

You can MEL the APU but yet still fly it. In the summer time I just don't understand why you don't refuse the plane...talk about safety of flight!!! I've seen sick passengers (one passed out that I witnessed) and once the plane is hot (no APU) you can basically never cool it down. THAT to me is a safety hazard.
I've heard ASA has a policy where if the APU is deferred and the cabin is 33? 35? Celsius, they can refuse the airplane. Comair's position is that it's uncomfortable, not unsafe. Let's hope this case injects a bit more common sense into the operation.

He usually stands next to the aircraft and smiles at the peeps as they board. That is, when he displaces a pilot from a productive trip, takes a vacation day and then picks up the open-time to fly it.

Did he turn to the side and try to suck his gut in just to get into the cockpit? I was in the 70/90 for awhile and my preflight brief to myself was stepping on his head to get out the escape hatch since he would just be a plug!

Infinitely worse is having the right pack deferred. At least with an INOP APU you get 100% cooling after takeoff. With the right pack, you lose 70% of the air conditioning in the back at all times.

Well, the more people sweat, the less they weigh. Lower a/c weight = more fuel savings.
We can call it PEEPASS (since the pax will be too dehydrated to use the lav) and sell it to Mother (********R) Delta.
