There are two different "recs" being confused here. You can have Airline Apps send a rec request to anyone, including DAL pilots. They will write something and submit, then that appears with your app on Airline Apps. When people say "I have four internal recs and two external recs", they are talking about these Airline Apps recs. It is helpful for your UAL/DAL apps to have several internal recs via this method. This is just part of your application and does not trigger any kind of special attention.
Separately, there is an internal DAL process that allows a DAL pilot to submit an e-mail to the hiring department that guarantees your app will be scored. This is the scoring that can only take place once every twelve months.
Bottom line: get as many recs as you can submitted to Airline Apps ASAP; it doesn't matter if your app is published or not (although it would be better to do prior to publishing if possible). Once your entire app is solid and published, to include these recs, then have a DAL pilot submit the e-mail to have your app scored.
