I think it varies based on the individual. The ETOPS bases are on the west coast, though, so the seat lock is a factor for people debating taking an upgrade out west.
Me, I live out west and love the ETOPS flying, so I bid it as soon as it was available to me.

9.E.2.c - A new hire will not be locked into an EBG in his vacancy award if they are his last vacancy preference(s).
If you don't want to be locked, on your first bid, select all the ETOPS bases/groups below EVERY other preference. This will be covered and discussed during new hire training by the company and SWAPA.

Would being locked into the EBG prevent someone from upgrading since it's a "seat" lock? Or is it more of a base lock?

Absolutely correct. They will have no problem filling classes. They will have problems retaining pilots with less than 5 years on property. The ONLY people coming here either live in one of our domiciles (other than DEN or ATL); have no other options at the time they accepted the job offer; or have no idea about the state of the industry and think this is the SWA of 2005. If they can keep you here for 2.5 years it’s a wash and probably cheaper to let you go and train a new hire versus pay you as you move up the pay scale. This isn’t sustainable in the long run, but it’s doable for the next 2 decades or so as we have no real retirement wave.

We tend to hire and keep a lot of those types. Seems to have a correlation with those who believe in garbage like the "squozen balloon" theory. A full 38% of our group voted for TA1 a few years ago - a thing that was even worse than our current industry-lagging contract. I remember some guys would get angry if you tried to explain why a no vote on TA1 was in order. They'd rationalize their yes vote with statements like, "We won't get a better offer," or "I'm perfectly happy here."
