I think it’s a very high rate of “approval”.

Article on Deltanet says CS is now going to start covering open time (for all categories) at 2:00 PM, two days out. Its been awhile since I bid reserve, but am going back to it, and I think this is good news? Two reasons. Correct me if I am wrong on either of these, and of course there is the caveat that CS can change their mind about this whenever they want.
1) If coming off a normal x-day, if they aren't assigning until 2:00 PM it means you won't get tagged for a 10:00 AM report on your day one, and they will have to wait until you actually go on LC to give you your 18 hours.
2) Back when they assigned SC two days out, if I knew I might get tagged for an undesirable trip, I could YS a SC for the night before to make myself illegal for the trip. I lost that ability when they started assigning SC 1 day out instead of two, but now with trip coverage happening at 2:00, I think I can start doing that again?

Short-notice (next day), I suppose so. But this won’t stop coverage for a 2nd-day trip in OT (reporting 1000-1800)…?

They still have plenty of time (1400 on your second to last X-day thru 1200 on your last X-day) to assign something with a 1000 or later report on your first day on call.

Doh! I was definitely off be an entire day when I did the mental math on avoiding the 1000-1800 day one reports! Still gonna get to bid late SC to avoid a LC assignment for the next day under this new system though, I think...

Except they’re ignoring our preferred times when slipping for SC.

The fix apparetnly didn't work because people are still posting about the issue and being told "the system does it automatically and we can't change it" by schedulers.

How are trips assigned amongst a pool of pilots who are on SC? In other words, if there are multiple pilots on SC with similar/like days of availability and CS needs to cover the trip with a SC pilot, does the Reserve Utilization Order (RUO) still apply or does CS have dealer’s choice?

Most junior available SC who is legal for the assignment.
