I think all airlines would be salivating for the publicity of being the good guys who saved the day, no? People all over are following that story. If Delta does the job without a hitch, that's a lot of good, free publicity.

HAL is focused like a laser on pleasure travelers coming to Hawaii for vacation. Most Hawaiians (especially the govt) would rightfully fear that Delta merger would mean a "rationalization" of the aircraft to higher profit routes, probably even bypassing Hawaii altogether. I can tell you after living in Hawaii for nearly a decade, the government and populace of Hawaii would probably lobby/regulate hard against a merger without huge concessions to the state and promises which would make the deal probably unpalatable to mgmt.
HAL is one of the largest (if not the largest) NON-Government employers in Hawaii. To have that Ohana business removed from the landscape after the failure of Aloha would be considered devastating to the local populace. Obviously people would still fly, but HAL's limited success would be more difficult to replicate with an off island airline in control.

There would be little value to purchase/merge with Hawaiian and then dismantle it and reroute everything. I don't see that happening. If DL makes a move for Hawaiian it will be because DL wants what HA brings. In fact, depending on what goes on in Japan, which is still very much up in the air, HA ops for DL could see a dramatic increase.

Common fleets, even the weird orphan one, and a painless merger integration scenario due to size, and a pric tag that is only a couple ticks to the right of the decimal point on DL's annual profits and an EZ DOT/DOJ aprooval process make it at least somewhat likely.

If DL had to grease the skids by offering the HI govt certain guarantees (with penalties attatched) I'm sure that wouldn't be an issue. HA is not like NWA or any of the other consolidation we're seeing here on the mainland. If DL buys HA it will be because it wants HA. There is very little overlap to synnergize. It is arguably the only one of the many merger scenarios that actually makes sense from an employee perspective (i.e. not doing it just to downsize).

Maybe their plan on the planed in our faces non compliance is like DC's plan on the debt. Just run it so far out of control there is no workable solution and then throw up their hands and say "oh well, nothing we can do now."
