I never really quite understood that either. Obviously the hours count for all FAA restrictions. What I think it means is that the "no credit" time doesn't count toward your max pickup limit for the month, i.e. you could still white slip to the max credit pickup if you are legal to fly FAA wise.

Doesn't matter who pays it or even if nobody pays it. If ALPA in any way facilitated dropping any trips for him to run his outside, for profit, "consulting" business then I would have a big problem with that.

Can I get a second job and have "ALPA" trip drops when it conflicts with my Delta schedule?

We don't know if trip drops occurred. I highly doubt it. That would be a pretty serious ethical lapse.
