There's nothing more ironic to me than a gov't leader complaining about facilities in his own country. How does he think it got that way?

It would depend upon reserve staffing. With such a high guarantee, I assume that there would be less than 20% reserves, so you would have six X-days and ten on-call days (it would be seven and nine with at least 20% reserve staffing). You would have on-call days scheduled over your carry in trip, so you would be on the hook for 8-9 days, depending on the number of days of carry in.

Then why has the list shrunk since c12 was aproved?

Why did hiring that was promised in the fall of 2012 not happen until 2014?

I'll take the first two questions.

I was in a group that SD addressed not long ago. He said that the 300 hired in 2010 ended up not being needed and we were overstaffed and those outside of Flt Ops were not happy about that. So when they went to the board to hire before now there was reluctance. So it was pushed off until late in 13. They, Flt Ops now we are behind and we will be short staffed for the future in a lot of categories, mostly NB.

By the way the 300 number is a place holder we will be hiring more than that each year for the foreseeable future.

No hiring was ever promised in the fall of 12. The statement was we might begin the hiring process in the fall of 12. Classes were never planned until winter 13. That hiring was only planned to be 100 to 150 pilots to staff the 717. The company blocked first quarter hiring for reasons discussed here before. In addition there is a explanation in the MAR crew planning newsletter.
What surprises me is you seem to have totally missed the fleet projections all this was based on. There was zero growth planned until Sep/oct of 13. That is when the new aircraft deliveries were stated to start by the company before the contract was even voted on. Those deliveries have started and we are hiring. The only change is a increase in the planned fleet growth above what was promised when the contract was briefed. We are 120 days into the planned growth. Not sure exactly what your expectations were. Over 400 net new captains positions have now been bid since the contact was signed.
It seems like almost every flight I have copilots who are leaving for a CA bid. I am seeing lots of friends in the lounge now wearing 4 stripes. It's a really nice thing to see!!
