Yes it takes them into account. It isn't accurate at all unless you are the #1 bidder in your position and base.

I would ask the degree question on a major thread. I think the overwhelming answer would be to get the degree. Not to say you can't get hired at a regional ASAP and work through a degree online during sits and layovers. That way you get time and experience and most likely have the degree in hand when your airline of choice comes knocking. From someone who had a flow number taken away from them and then having to interview at a major, I can pretty much guarantee I would have not gotten that job without the degree and GPA for that matter.

This is excellent advice. I would take it a step further and say if you already have a bachelors then use that extra time on the overnights and in between trips to work on a masters online. And if able, occasionally put in some solid volunteer time. The majors love to see that stuff on resumes.
