Either they simply have no idea, or they suspect a systemic problem (avionics, navaids, who knows maybe even EMF) and need to be sure they have it right.
For clarity, landing without visual ref is stupid pilot tricks. The real question is WTF were they off the LOC?

Stable is unlikely since the digital signal is not stable at all. My observations were always rapid, inconsistent fluctuations.
But interference can occur not just at the resonant freq at the antenna, but anywhere in the system in any module which has circuits, electronic components, or even metal parts which happen to be sized right, even wires... lots of chips, wires and components in those systems, you only have to hit one of them to goon it all up.

Certainly if you deny the possibility of something and refuse to look for it, you will never find it. The aircraft mishap investigation training I had in the service encouraged us to keep an open mind as to possibilities. What did your mishap investigation training say about that?

You investigate the most probable first obviously - but it’s been what? Nearly two years? So yeah, if it hasn’t been figured out by now you are probably going to be ranging pretty far afield. I hear GWs secret service contingent vouched for his whereabouts. The plane was recovered pretty much intact so I figure the nanobots or the termites would have been discovered by now.
I’m not sure the NTSB has the security clearances for Groom Lake but the Security coordinator there will verify that I’ve never been there so I can’t confirm or deny the alien hypothesis. And you can believe him too, I’ll vouch for him.

Although, based on what I HAVE heard and seen and read, pilot error seems more likely than cellphone induced deviation. If that was the case (twice) in two approaches, that’s a 100% deviation rate for this magical nuclear cell phone in question. Wonder why it doesn’t happen more often....as a commuter, I see everyone around me texting and facebooking from about 3,000ft AGL and down.
i also wonder why they called the runway “in sight”...
anyhow. I’m not going to keep going round and round with you and a mesa guy on an envoy forum about cell phones crashing C5 planes. You can have the last word.... just remember my wager
If this gets blamed or even alluded to have been caused by cell phones, I’ll buy you that beer (or cranberry juice, if that’s your preference.)

The last time the flow was metered, the solution the union came up with was to sign an LOA and change the flow to match what the company was already doing. I’d expect more of the same.
