I would say, generally, most peoples ambition will overtake their logic. Hopefully, professional pilots know to measure cost vs risk, but it seems like many are chasing the fast upgrades to get their income out of the poverty range.
Hey, that could be a good rational for pay increase argument. At any rate, this happens in all industries. People rarely turn down promotion because they are ill prepared. However, most industries aren't holding 50 peoples lives in their hands at one time.

On that note, say your offered upgrade and you turn it down to get some more experience. Are you then automatically eligible for all future upgrades, or do they have to "come back to you" somehow?

You just change your bid to captain when you're ready, when there's a vacancy and you have the seniority, you get a slot.

Something to keep in mind though, whether or not you're ready for upgrade after 1,000 hours in the right seat is largely up to you. If all your time in cruise or at the gate is spent on your phone (screw you Yanofsky!) or other device then when upgrade comes around, well, have fun with that.
If, on the other hand, you take the time to avail yourself of the company materials on board, actually look at the can from time to time, read over the weather packet and NOTAMs, and (within reason) pick the brain of the guy to your left, you'll probably find yourself pretty well prepared.

Incorrect. It is at least one year of 121 captain time and only a few months as a captain at PSA. Some of the Comair guys with decades of experience will only need a few months on line as a captain to become eligible for a LCA spot. There is no hard time minimum.
