Doing stand up PA's is cute and fun, you can do one, or you cannot do one, the cool part about it is it's NOT illegal to do one, nor is it to not do one.

Getting more technical, if ALPA says "do not do stand up PA's" let's say, via email or phone call or a letter posted in the cockpit; to the pilot group, then we are looking at an illegal job action.

They've done it a few times recently with the 190 operation when JFK gets all FUBAR'd. Bus passengers to/from JFK and SWF. Not everyone wants to go, especially connecting passengers in JFK coming in from an outstation so that leads to 5-10 passengers per flight.
