They show up in the order the bases are completed. The smaller bases finish first, they used to publish the scheds as soon each base finished, but naturally people whined that their base took longer so now they wait until they're all done

It was a pretty catastrophic system failure from what I heard. SGU is running on their backup system supposedly.
