my understanding is CNO is legit for assigning short call. But CNO ONLY is not legit for assigning rest…..

thoughts?
From Scheduling Alert 24-03:

If the pilot is in a contactable status (i.e., Long Call or Short Call), a voicemail from a crew scheduler for a flying assignment or rest period is considered attempted contact.
I don't think CNO counts, only a 'live' CS voicemail. Regardless, rest cannot start until 2 hours after that CNO call IAW 23.S.5.f.2.b

Also, I need to correct something I wrote earlier, if you use the “2 hour after first attempted contact” provision, you have to let CS know within 9 hours of that contact that you are unable to start rest as scheduled.

does CNO only assigned rest count as “attempted contact” or does that also require a human still?

Practically it does because the CNO goes out prior to release from a trip and as a reserve you are required to make a schedule check upon release. At least this has been my experience.

I don’t think so, based on the text of the scheduling alert, which was also under the subheading of “what is not changing”.

Perhaps try the STS inquiry (formerly ACE inquiry) for an official answer?

My understanding is while on call long CNO is an offical contact and requires a call back to scheduling. They would then tell you about the rest. Maybe I'm wrong so sorry it's not helpful. 24-03 referrs to short call, not rest. Text CNO is different from the CNO call and computer voicemail.

if contacted directly by crew scheduling go straight in rest
or
if not contacted directly by crew scheduling start 2 hours later.

the “telephone contact” part still applies to both branches of the decision tree. does CNO count as telephone telephone contact now? Didn’t think that had changed.

Text definitely not. The CNO call will leave a message. If you are contactable (LC) I think it does but you can say you did not receive it timely and delay it 2 hours. Nothing definitive in 24-03 as it applies to SCs.

this is why we should have never allowed CNO to be legit notification for anything! Opinions vary wildly and nobody actually knows what’s going on.

Will report back with results later tonight
