Can anyone enlighten me on about how long from the phone interview to F2F interview was?

Depends on how loaded they are. I was just under two weeks due to personal constraints. Usually once everything is cleared someone in HR will offer dates to select. This was over a year ago but I don't think it's changed much.

They didn't reduce the minimums for upgrade. You needed the full 2500 total time and 1000 company time.

No, it's more a product of a very small captain vacancy. If that was true, 16-04 would have been the same. Couple the small vacancy with past employee's coming back, it's not real surprising.

If someone is senior to a return to work, has the legal 121 time to upgrade, but not company time, who's awarded the upgrade? (Assuming the return to work has the 1,000 company time)

The return to the company guy, simply because he doesn't have to waive the upgrade mins. Per the contract, they go down the entire list of pilots who meet the company upgrade requirements (2500TT/1000 9E), before they start to waive any of those. That said, it's not a bad thing for anyone on property to have these guys upgrading, because you're senior to them so when you upgrade you aren't at the bottom of the pile.
