Company pays for ATP, so you don't need to worry about that. All flight time counts towards the 1500 hours, and I'm guessing that Envoy will take any other time that the regs allow. Here is an analysis of pay for the 12 major regionals for compensation over 5 and 10 year periods:

Regular line guy. I know all the BS that we've been through: I spent my entire first year sitting ready reserve between commuting to NYC. But the numbers don't lie. In between finally holding a line, picking up 200% premium, and the $2,500 a month bonus, I'm making what I'd be making as a reserve Captain. I'm working my tail off, but things are getting better. Of course, to be fair, I wasn't here for the whole bankruptcy contract followed by merger concession kick in the throat combo.

Apply to Envoy. Round up your numbers to 1500 if you are that close. When the recruiter calls you four hours later you can ask them. They want new hires, so they'll do what they legally can. If they can't, they'll get you taken care of as soon as you hit your numbers. It is definitely a labor market right now. Don't be shy.

Currently, envoy's most junior Captain = 8.5 years. Most junior flow through = 16+ years. Recent announcement is strictly bait to attract new hires.
Reserve life at envoy sucks. Hard line-holder at envoy also sucks. Mostly non-commutable 4-day trips with 11 days off a month. No duty or trip rigs.
Horrible quality of life at envoy right now. I'd seek elsewhere.

Rounding 20-hours to an even 1500 is hardly lying, especially if you discuss it with the recruiter when they call you. Saying that you have never failed a check-ride and having the company PRIA discover you have is lying, and for that you will get fired. If they leave no room on the application for doubt that is one thing, though I don't think that they'd refuse to interview a candidate because of a twenty hour discrepancy that was self-reported before the interview. I stand by my interpretation.
