If pilot (a) is hired prior to pilot (b) who has 1000 hrs of 121, and pilot B upgrades before pilot A, did pilot A just loose senority? What happens when pilot A meets the 121 requirements and there is no upgrade available? Is pilot A pay protected? Would pilot A be laid off before pilot B if there is downsizing?

When pilot "A" does upgrade, he/she will be able to bid ahead of pilot "B". I have heard that some people are bypassing upgrade for a few months so they can hold a line in the base of their choosing immediately as a Captain.
When upgrades do stop at an airline, there are always guys that are stuck as an FO because they bypassed an upgrade for some reason. It is unfortunate.

I still have about 400 hours to go before I hit 1500. Was excited about joining PSA with all the positive movements. Since PSA is hiring like crazy, the upgrade time isn't 8-10 months anymore and more like 2 years. Has the PSA ship sailed? Does anyone know?

Upgrade is still about 8 months. By the rime you'll be at 1500 it'll probably be longer. Nevertheless, I think movement is still going to be positive in 6 months. 2 year upgrade is VERY GOOD, especially if it's your first 121 job

It's still 8-10 months for people who have 1000 hrs 121. Since you don't it will take you close to two years to get the experience needed to upgrade anyway. I think PSA is still a good choice.
