Now, APA might be a little more willing to represent the WOs if doing so meant getting all the flying back to the mainline pilot group. ALPA won't let go because they want the AA pilots back in ALPA and see their presence at the WOs, especially Envoy, as a means to that end.

So what are the chances of APA bringing the WOs into their union?
It actually works better for ALPA to maintain poor conditions at the WOs. Poor terms and conditions and a low Flow of 5+ means that more pilots will leave PSA for other ALPA carriers instead of waiting around to flow to a non ALPA carrier. Whenever a PSA pilot flows, ALPA loses money. Their is no incentive for ALPA to help any WO with a flow.

It sounds like you are saying ALPA would rather keep you at the contract carrier in order to ensure their survival instead of furthering pilots interests by letting you go to American Airlines. Is that what you are saying? If so, can you supply proof somehow? If this has truth to it its a rallying call to dump alpa. This can't be correct.

Ever since the AA pilot group left ALPA in the late 1950s/early 1960s, ALPA has actively sought the return to ALPA of the AA pilot group. This is nothing new.
