Asked a scheduler about this a month ago. He said “reserve with conflict? What?”

I've always wondered why certain steps of coverage just get skipped....GSWC, RWC....maybe I'm missing something, but where does it say that those steps are optional?

One of two things generally happens:

1. Coverage runs some/all/none through the “standard” early steps of the coverage ladder, then scheduling skips to QS within 8 hours.

2. Coverage runs through the “standard” steps, but stops before reaching the really desperate stuff (mainly GSWC). With no pilots to take the trip scheduling then starts chopping up the trip and starting over. Then they’ll either reach the point of skipping coverage in bullet 1.

In either case, if they get so close in and have a pilot available for reroute then they will do so. That of course robs Peter to pay Paul, so the newly uncovered legs go through the same process again. Eventually with no takers and no reroutes left they have to cancel flights.

just for your edification, N ladder shows GS, instructor green slip, OBGS, RWC, reroute, quick slip, then a bunch of IA steps (SC, LC, REG, x day w conf), then GSWC, OBGSWC, reg IAWC, then all available qualified pilots.

so GSWC is very near to the last step in the ladder

They are NOT allowed to skip. Many years ago, I called them out for skipping GSWC. They just started the process over. After I called, they magically went back and I got the call for GSWC. Schedulers going off script and doing whatever they want is not a new phenomenon.

Sure, but IA is the last step, and they call me all the time for that.

IA is not the last step in the trip coverage ladder(s)… as I pointed out.

At least the IA step you’re familiar with. They’re not calling “all available qualified pilots” (systemwide)… they’re calling only B E S.

I've gotten reserve "with conflict" trips without a GS with conflict slip in. Get an ARCOS GS call that nukes a future reserve assignment. It's not technically a reserve with conflict, just scheduling ineptitude.

It's always been this way. One of the greatest scheduling tools to get rid of a bad reserve assignment is to accept a GS for one day earlier.
