My check airman during IOE introduced himself by his call sign and I asked if his parents didnt like him or something. Went over his head, but he turned out to be way cool.and fun to fly with and have an overnight. Would literally race you to the bar.

I'd look at it as a way for them to gauge your enthusiasm and likeliness to show up. With the competitive environment these days, they probably want to focus their resources on the candidates with the highest ROI.

Think everyone got this email or specific to certain potential candidates?

You receive a TBNT but had zero interaction with them. This is not really a TBNT, it's just them flushing all the remaining apps in the window. It usually happens after a new window has opened. Keep applying and updating.
You receive a TBNT after a virtual or in person interview. This is a "real" TBNT, in that you were actually rejected and now will have to wait a period of time before applying again.

Hello everyone,
I was wondering if anyone knows of someone with an Air Force Commander Directed Downgrade as it relates to getting an interview. I’ve applied to the last couple windows but haven’t heard anything. I’ve had several friends with about the same experience level (meeting or exceeding all the time requirements and preferences, Air Force safety experience, current check pilot, etc) who applied after me and aren’t available for hiring immediately (I’m available now) that have already received invites. The only difference is I have a CDD from 6 years ago so I had to check yes on that box.
I was hoping all the good “yes” questions would outweigh that one, but at this point I’m starting to get discouraged. I also have only applied to SWA as it’s my #1 preference but am looking at expanding out based on the above discussion and not hearing anything. Anyone know of someone hired with a Q3 or CDD and if they had a similar experience?

A Commander Directed Downgrade is something else entirely. That is the Commander losing faith in your ability to command the aircraft/crew, or to accomplish the mission. That is not a simple retraining issue. I believe a CDD is a more serious issue, speaking to leadership and/or maturity.
Interview wise, is it overcome-able, probably so. But I wouldn’t think it would be as easy as explaining away a check ride Q3.
Full disclosure: I was hired, having received a Q3 and having issued a Q3.
As others have suggested, start applying everywhere. Get a job offer, THEN decide if you will take the job. Showing completion of more training programs (i.e. Part 121) would reflect well on an applicant with some history of Q3 or CDD.
IMHO

Apply to every airline you could see yourself working for and go from there.
