Which demonstrates scheduling’s complete lack of understanding of FAR 117 prospective rest. Even if you receive their voicemail 1 minute after they leave it, you’re not legal to operate any rotation that is contingent on the assigned 30-hour rest in that scenario.

So what’s the “justification” of unable to start rest? That’s my confusion here. If you are in an on call status, and they assign you rest (at the 2 hour mark past the VM), how are you unable to start? Or are you just unable to start rest if they assign you rest within the 2 hours and call at the 9 hour mark to tell them?
The prospective nature of the 30 hour rest period (and to a lesser extend the 10 hour rest period prior to any RAP/FDP) is what trips up both scheduling and pilots. But once you understand the true application of it you will see scheduling mess it up a lot.

I'll admit I don't fully know, but here's a hypothetical: Scheduling calls at 0300 to put you into 30 hours rest at 0500. Your phone is on DND so you dont wake up and see the VM until 0700. At that moment in time you only prospectively know that you are in rest for 28 hours. You had no prospective knowledge at 0500 while you were asleep that from that point forward you had 30 hours of rest. In my eyes even though the rest assignment is PWA compliant, you must call them by 1200 (0300 + 9 hours) to tell them you were not aware of rest starting at 0500 thus the 30 hours needs to be reset starting from the time you call them.

So, basically, you can’t be assigned a FRMS trip unless you have 26 hours from the phone call voicemail when on long call?

I don’t know. PWA 23.S.5.f.2.b is only talking about scheduling specifically assigning a rest period. When assigning a future rotation the preceding rest period is known and assumed thus it does not need to be specifically assigned. I’m not up on FMRS rules but if such a rotation requires a prospective 24 hour rest period then yes, I’d say if they call you right at 24 hours prior to report and you don’t realize it right away then you would not have legal prospective rest. But that’s really more of its own issue compared to the two hour rest assignment issue.

I have a large stretch of LC days. Normally I bid them in smaller chunks but this is what I have for the next two-ish weeks.
If I put in a YS to be first in sequence to fly a 4-day rotation a few days into my LC and there would be a 30/168 violation for the last day of the rotation I’m YSing, do I still show on the TC report? Can they assign rest and award the rotation during TC or would I have to have rest on my schedule first for them to award the YS?

In my experience I've always been given the extra two hours, even when I picked up the phone when they call. Surprises them when I pick up.

After going a few years without reserve, I put myself back on reserve for January 2025. To get myself ready, I took a look at the PWA to get reaquainted with Yellow Slips. Specifically: 23.T.8
"If Crew Scheduling is unable to contact a pilot to inform them of a rotation awarded via a yellow slip, the rotation will be removed from the pilot’s line and returned to open time."
Does this really mean that every YS award can be rejected simply by refusing Crew Scheduling's attempt to contact me? Like, if they try and award me a trip via YS and I don't like it, I can just ghost them and the trip will be removed from my schedule?
Just above 23.T.8 section 23.T.7 reads:
A reserve pilot who is proffered/awarded a yellow slip for a rotation with a report that is:
a. 18 hours or less from first attempted contact may decline such award (this is a proffer).
b. more than 18 hours from first attempted contact is obligated to fly the rotation (this is not a proffer).
The conditions of a trip removal based on 23.T.8 makes no mention of a YS report being < or > 18 hours of first attempted contact, so what's the purpose of 23.T.7?
I'd like to put in a blanket YS for the month, but only accept the trips I like, rejecting the trips I don't.
