2. DALPA wins, and mgt gets a non-compliance penalty, and the flow stays
3. DALPA wins, and mgt is forced to reduce the number of RJs, the flow goes away.
That's where we are. The odds favor DALPA winning, but also the flow staying.

Again, Delta couldn't give two ****s about whether 9E pilots flow. If the RJs don't stay, then the flow doesn't, either.
