With the new in-class bidding structure of going off the last 4 of your ssn, what is the likelihood of someone with a relatively high ssn getting NYC 900? Seems foolish to ask, as most people don't want NYC, but as someone who does, it would suck to have to commute.

He currently holds 900 captain in our most senior base. Explain how that is possible without retained seniority..
