I had this exact situation last week. I sent an STS inquiry about it. ALPA said I was due money and to fill out an STS report about it. I would suggest doing the same. If it costs them money they will quit doing it.

I don't know the full deets, but this has been talked about on FB. It sounds like if you YS, you should only YS one time slot. Somehow it views multiple time slots as equal weight and awards what it needs. That's the basic gist I got from it anyway. Remember, it's not a violation...

I think one thing many don't understand about YS on Short Call is that there is an order to the assignments/awards. The order is actually pre-posted on Deltanet. Basically, certain time slots are in a certain order, and it cycles through those time slots. YS preferences are (presumably) considered in that order.
For example, if you have a YS in for "only if needed for SC" for the 1800 slot, all of the 1800 slots might be filled (in order) before you are "needed", and you end up with the 1000 slot.
Meanwhile, "first in sequence for SC" YS should get you the first crack at a SC time slot in the order, at the risk of being AWARDED SC when you might otherwise have not been assigned SC.

Some of the art of reserve:
-Reserve availbility list updates periodicly, not in real-time
-RAW scores/buckets can change during the day as assignments are given/Short calls are sat, even for future trips that might not be actually flown
-30/168, hard off days, and other recency factors are not readily presented anywhere

Right now the only way to give yourself the best shot at what you want is to YS first in sequence and only list a single time slot.
