Assigned under 18 hours from last ending of non-fly day. Plenty of seats night before, loads went to crap. Called for PS, told needed a backup. Said I didn’t and told them why. Person talked to supervisor, said supervisor said no. When I asked to speak to said supervisor, supervisor refused to take my call and said contact CPO.

Would someone explain to me like I'm 5 years old what the benefit of doing the two hours non-contactable thing is? I know the idea is that it allows you to commute in during the first two hours of your SC window, but they can still assign flying to you during that time, right? So, you could turn your phone on and have a trip assignment. So what's the benefit?

Ok, that’s the first explanation that makes sense, I can see where the no backup does not correlate to PS. But how hard is that to explain instead of just refusing to take my call or explain?

No, they cannot assign a trip that reports inside the two hour-noncontactable window. That's the benefit. Exception being that if you officially check your schedule within that window (and find no assignment), you revert to normal "promptly available" and could then conceivably be assigned a trip within that window (with no expectation that you could make the report time any sooner than "promptly".)

That's if CS'ing feel's like following the rules. Or if the average line CS'er is even aware of some of these basic rules. I got hosed on this a few month's back (an illegal 5-day off of SC, ouch), CS supervisor was def not into having a discussion about it with me when I called them out on it. "It's ok, we'll hold the plane for you, i'll mark you notified, there's an agreement with ALPA on this", she says, after I quoted her the chapter and verse of the PWA. Ugh. Oh well, pay inquiry denied, STS'd it, got around 7'ish hours of retro out of the deal after I flew it. The day we retire is when we won't have to battle these tit for tat's.

They probably just have a flow chart, we all know Delta LOVES them. Unable to commute decision matrix. They probably have no idea what the contract or what the FOM says. One of my favorite quotes is "trying to explain (the PWA to them) is like trying to explain Norway to a dog."

Right, that's the other potential "benefit" of doing it. If you hadn't invoked the 2 hours, you wouldn't have been due that 7ish hours of assignment pay. They would have just straight up (legally) given you the trip as normal with nothing extra.

I may have to fly now/grieve later, but don’t believe a single word they say. Follow up with the union and get paid. Hopefully the new contract will include punitive penalties for shenanigans like this.
