While you are not required to check your schedule, any time off of at least 24 hours becomes a non-fly day, so coming off that 30 hour rest scheduling can give you an assignment starting as early as 10 hours after the end of rest as long as the assignment is made by 12 hours before the start of LC. If such an assignment is made crew scheduling is not required to call to notify you. You must make yourself aware of any such assignment by any means you choose at any time you choose.

Been spending a lot of time at home on Reserve. What are the ramifications of losing your CAT II/III recency as an FO? I'm just trying to figure out how important it is for me to YS a trip just to rehack that currency.

Regardless, double check in the airway manual, but I belive regaining Cat III just requires you doing the procedures on a non-cat III day. Just have to let the dispatcher know

And it seems you are right in that you can regain CAT II/III recency in CAT I or better weather and yep, must let the dispatcher know if expired. I didn't see anything about pay or not being able to fly, so I won't sweat it now just try to regain recency whenever they actually assign me a trip again.

Is it a good strategy to YS a PM short call the day before a trip you don't want to be awarded, but are #1 in line for? They can't notify me during my SC of a trip outside my SC, that would be less than 18 hours after my SC ends, right? I know they could cut my SC short to give me 18 hours in between my SC and the trip, but my category has been slow that I am kind of betting they won't go to the trouble of that...

If you are willing to roll the dice on SC, then yes it is a good strategy that I have utilized before for the same reasons of avoiding especially bad trips. Correct that unless they cut your SC short (or you have a YS in), it is a min of 18hrs between end of SC and start of next assignment.
