The current state of the regional airline is rarely the same in two years time. A lot of FOs made the mistake and false assumption that PSA would be just as hot one year after their hire date. Economics change and you could of prepared yourself with the idea of a less prosperous future. But it sounds like you accepted a job at PSA with the assumption you would upgrade as quick as pilots were during the time of your interview. If you ask me, poor career planning on your part, if you ask me. It was no secret two years ago that a pilot shortage was looking.

Just the messenger:
We need to get pilots here NOW. We need to take this retention bonus to keep pilots here and bring in new hires or the upgrades won't happen, flow will stop, schedules will get worse, and planes will be parked or shifted around.
Envoy is pulling 145s out of the desert, clearly they're staffing. WHY THE HELL WOULD YOU WANT THIS TO HAPPEN?? Demand the MEC to take the deal, email them NOW! THE OFFER IS STILL THERE. TAKE WHAT YOU CAN GET NOW.
Go for contract gains later, like in June when we meet with the company to renegotiate the flow.

I agree with this, but the 10K annual bonus for FOs should be converted into actual pay rate increases. Maybe $10/hr increase for all FOs which is equivalent to 10K annually. Management put money on the table and it should be locked into the contract until a new CBA is ratified, not just two years. There's no reason the union should say no to a $10/hr increase for all FOs. Captains are underpaid, but FOs are even more underpaid.

Where does it say the 900 deliveries are slowing down?

We've deferred all the transfer and new 700s for now. The last release I found said the 24 900 delivery would be complete by the end of July. I thought we got a company email saying the 900 deliveries were now going to take all year. I certainly could be wrong on that. As things stand right now we won't ever get to 150 aircraft and if our negative growth continues at its current pace, we won't be able to staff many more than the 100 we have.
