Have you heard of exemption 8870?

There are many reasons that an SIC can log time legally even though the airplane may not require an SIC.

There are many scenarios at cape that turn the FO into a required crew member.

+1 with Cosgr, if the operation and the certificate requires a second crew member, you can log it, if you are a CFI, and is part 91 ops you can log it PIC, many 135 ops have SIC requirements for certain ops !!!!

The MX facility is closing because the owner of the hangar wants out of the Aviation business and wants to turn it into a furniture warehouse....

How do you know Kernan is making a big announcement ? Haven't heard anything that there's something coming other than the critical pay arbitration coming soon and the flow meeting this past Monday.

That probably won't happen due to zoning issues and regulation. The city and CMH airport authority would probably not allow/approve a large hangar for non-aviation use.
